Yet in Colorado, this rapid expansion has run headlong into a wall of community resistance, environmental anxiety, and unprecedented municipal stalling tactics.

Faced with a complete legislative stalemate at the state capitol, municipal and county governments across Colorado are taking matters into its own hands—enacting a patchwork of moratoriums to freeze development, redefine century-old land-use policies, and protect local infrastructure before it is overwhelmed.

The Footprint of the Cloud: Energy, Exhaust, and Humming Fans

To understand the grassroots pushback, one must look at the immense physical demands of modern digital infrastructure. While data centers were once discreet server rooms designed to host company databases or power basic web browsing, the arrival of generative AI and massive cloud storage has shifted the architecture entirely toward “hyperscale” campuses.

These facilities span millions of square feet and consume industrial volumes of electricity and water. Statehouse Gridlock Drives Municipal Autonomy

Lochbuie: On the border of Adams and Weld counties, town leaders established a five-year moratorium—the longest in the state—setting a stark precedent that local government will not be rushed by speculative capital.

The Economic Case and the Industry Backlash

The tech industry maintains that these broad pauses send a dangerous, exclusionary signal to the market.
